I love these type questions.
Several years ago, I used to have a very strict interpretation that animals do not have souls, therefore they do not go to heaven, they simply return the earth when they die. I was absolutely convinced of this.
However, in recent years, I have been more diligent in reading the Bible, and I'm not so sure. The Book of Revelation (4:7) tell us that there are some animals (beasts) in heaven. The Book of Ezekiel in Chapter 1 also refers to beastlike creatures from Heaven.
Thus, I am not so sure anymore. I know from the Bible that there are some animals in Heaven, but do all dogs go to Heaven, we'll have to wait and see.
Not sure about dogs, but cats do. And the mice are on rollerskates...meal on wheels ya know!
